Solar energy takes center stage in Europe’s new drive for energy independence

EU energy ministers and the European Commission have outlined the path toward a secure, affordable, and clean energy system — with solar energy playing a key role.

Solar power now stands at the heart of Europe’s new strategy for energy independence and sustainability. This became clear after EU energy ministers reached broad agreement on the REPowerEU Roadmap, which sets the goal of completely ending imports of Russian natural gas by 2028.

The ministers also expressed strong support for the upcoming Electrification Plan of the European Commission, recognizing electrification as the cornerstone of Europe’s future energy independence.

“A historic moment for Europe’s energy transition ”

“This is a breakthrough moment for Europe’s energy transition, ” said Dries Acke, Deputy CEO of SolarPower Europe.
“We applaud the Energy Council for taking decisive action to end imports of Russian gas and accelerate the shift to local renewable sources. This is not only vital for Europe’s energy security and independence, but also a powerful step to stop financing Russia’s war machine. ”

Acke emphasized that the REPowerEU Roadmap and the upcoming Electrification Plan are critical for the continent’s long-term resilience:

“We all know that true structural resilience won’t come from diversifying fossil fuel supply, but from replacing it with a flexible, renewable-based, and electrified energy system. Solar energy is ready once again to deliver the solutions Europe needs. ”

Europe focuses on electrification and stability

According to SolarPower Europe, the European Commission’s forthcoming 2026 Work Programme confirms that the EU is moving in the right direction.
The Commission’s focus is on national implementation of existing EU rules — such as those governing permitting procedures and the electricity market — avoiding unnecessary new legislation that could confuse investors.

“With the progress achieved this week, the EU has taken another decisive step toward genuine energy security, ” the organization said.

Next steps: Accelerating electrification of transport, industry, and buildings

At the EU Energy Council meeting on October 20, 2025, member states officially agreed to end imports of Russian gas by 2028.
They also voiced support for the European Commission’s Electrification Plan, which will outline policy measures to accelerate electrification in transport, industry, and buildings, while encouraging investment in clean energy and energy flexibility.

The European Commission’s 2026 Work Programme, presented to the European Parliament, introduces a new focus on energy security, electrification, and affordable energy for consumers.

Solidarity with Ukraine: Solar energy as a tool for security

Since the beginning of Russia’s full-scale invasion of Ukraine, SolarPower Europe has been working actively to accelerate the deployment of solar capacity in the country through the Solar Support Ukraine initiative and a strategic partnership with Greenpeace, aimed at strengthening Ukraine’s energy independence and security.
